It's not for nothing that New Year's Resolutions occur smack dab in the middle of goal-oriented Capricorn. And never is it more so than now with 6 planets Rising in the sign of Capricorn, at the time of the New Moon in Washington, D.C. There is a serious view of the world as being a difficult place to be in right now. The outlook is Saturnian, and forebodingly pragmatic: there is a lot of work to be done, but a lot of resistance to doing it. All of the planets are bundled together from Capricorn to Pisces, this New Moon, with Saturn, the ruler of Capricorn isolated on the other side of the chart in Virgo. This gives a feeling of isolation, abandonment and a lot of blame going around. The old administration is digging in its heels and refusing to budge from their position, no matter how useless and blatantly unconscionable it may be.
Mars is approaching an exact conjunction with Pluto just above the horizon at the time of the New Moon. Mars/Pluto in Capricorn is strong armed corruption, and fascism all wrapped up neatly in a Tony Soprano/Francisco Franco/ Grinch/ Madoff/ Cheney persona. Mars/Pluto is walking around in a really dangerous neighborhood at night type of environment, the sort of place your mother always told you not to walk in by yourself. The sort of place with thugs lurking, where you get the sudden urge to cross to the other side of the street. Mars/Pluto people mug you, and consider it a good night's work. And so "I-don't-believe-it-was-torture", Cheney, brazenly admitting to supporting water-boarding in his interview with the Washington Times this past week, stands out as a smugly defiant confidence in one who has gotten away with obtuse criminal behavior. And feels justified. From his undoubted participation in the Enron collapse, a prelude to other economic demises, and his scripted lies, which served as a foundation for invading Iraq, this criminal is thoroughly convinced that he's going to walk away unscathed.
Under the failure of Reaganomics, where 95% of the growth of the GDP went to the top 5%, the cartels of Wall Street criminals legalized institutional gambling. Yet it is the workers (Saturn in Virgo!) who drive the economy. The wealthy are simply too few in number. The Wall Street cartels, the Cheney corporate pirates in Iraq, looted the US Treasury right up to the very end of this Bush junta. Venus/Neptune conjunction in the 2nd House of the US Treasury, brings scandals, immorality, financial frauds, and dishonest financial schemes to light.
It is assumed that because Obama is pushing all this bipartisan, peace, hope and stuff, that he will not pursue prosecution. However, as he takes office on January 20th, he will be bound by the constitution to prosecute lawbreakers. And Cheney is an unabashed criminal, who believes himself immune to prosecution.
Mars/Pluto is also really good for breaking down, and rebuilding. Mars is exalted in Capricorn, precisely because it is goal oriented, controlled and directed. Mars energy on its own is essentially destructive, but when channeled through the sign of Capricorn, it can get a lot done. Pluto going into Capricorn for good this month signalled that we are entering an age in which the very fabric of society will be drastically changing. This means that many things that we always assumed to be true, many institutions and ways of doing things will need to be removed in order to be recreated, restructured. A whole new do over is required to fix the mistakes of the past that have led to our present position of instability. Government investment into infrastructure projects are all Mars/Pluto in Capricorn domains, and will help to plant the seeds necessary to re-invigorate the economy and shore up our beleaguered workers and middle class. We need to invest in our own.
The exact Venus/Neptune conjunction of the current New Moon, of the scandalous financial melt-down persuasion, albeit bordering on the Utopian ideal, can also have its positive direction as well. These are making a strong trine to the Midheaven of the New Moon chart, stressing that Venus/Neptune ideals need to be inculcated. These are the planets of hope, truth, and understanding that we are all in this together, and that in order to get out of the hole, we are all going to have to work together as well. There is a vision of wanting to cure all the ills of society, and everyone is looking to us for the answer and the solution. There is always the danger that if something looks too good to be true, it probably isn't, and there is that other issue, that ideals are simply incompatible with pragmatism. Yet if we as a nation, can only achieve an approximation of the ideal, we will still be so much better off than we were before.
Mercury will also become exactly conjunct Jupiter on the 31st of December. In Capricorn there is a tendency to be narrow-minded and conservative, to inculcate and implement conservative doctrine and goals. But then Mercury will turn Retrograde on January 10th, and when it turns back to meet Jupiter again, on the 18th of January, just before the inauguration, they will meet in the sign of Aquarius, and conservative doctrines, narrow minded assumptions, will be overturned, and replaced with change, hope for a new peace and prosperity, a sense of democracy, and most of all a new and more progressive Congress. Because Mercury will be Retrograde at the time of the Inauguration, it might be very difficult to undue some of the laws implemented and pushed through by the previous administration, but what Mercury Retrograde is good for, is reviewing, repairing, revamping, and fixing the mistakes of the past. There will be lots of speeches, lots of political excitement, discussions: the media will be engorged. So much so, that one would only hope, that all the pomp and circumstance surrounding the Inauguration on the 20th will delay the actual oath taking till after the Moon enters Sagittarius at 12:30 PM, EST. It will alter the astrological outlook for the incoming administration, from one of utter futility and ineffectuality (as indicated by the void of course Moon in Scorpio separating from a square to Neptune), to hope, justice and the capacity to effect change (Moon in Sag applying to Mercury, Sun and Jupiter in Aquarius).
